In his New Year’s message, Pope Francis said, “We have created a culture that idolizes youth and seeks to make it eternal.  Yet at the same time, paradoxically, we have condemned our young people to have no place in society.”  The world owes young people “a debt” as they’ve been deprived of “dignified and genuine work.”  To help the youth, Pope Francis said, society should push for “true inclusion” that provides work that is worthy and creative.


A root condition of peace is economic security.  Mahatma Gandhi said poverty is the worst form of violence. Children who grow up in poverty experience higher crime rates, decreased productivity and higher health costs over their lives.  Children who live in families who fall into poverty for even short periods of time are at greater risk of a lifetime of lower earnings, lower educational attainment and increased reliance on public services and increased rates of incarceration.  (See 114th Congress, HR 2721 Findings)

The Job Corps was created in 1964 to “attract eligible young adults, teach them the skills they need to become employable and independent and help them to secure meaningful jobs or opportunities for further education.”  That program was established as part of President Lyndon Johnson’s War on Poverty. 

This program is now the nation’s largest residential education and vocational training program for economically disadvantaged youth and is highly successful -- 87% of Job Corps graduates are placed in jobs, enroll in full-time education, or enlist in the military.  The Job Corps has guided nearly 2 million young people “away from lives filled with poverty and unemployment, crime and welfare and steered them toward brighter futures filled with self-confidence, independence, and productive employment.”  (See
