Our Department prides itself on offering a balance between public safety, offender accountability, rehabilitative services and restorative practices.  Through our support of proven and cost effective practices and programs, we remain committed to a process of continual improvement of services in partnership with the communities we serve.

– Michael Daly, Chief Probation Officer (www.marincounty.org/depts/pb)

What is the role of Restorative Justice in the context of a county probation department?

According to Marin County’s (CA) 2014 – 2016 Probation Performance Plan, the mission of the Marin County Probation Department is to further justice and community safety and to hold offenders accountable while promoting their rehabilitation.

During 2014 -2016, the Probation Department provided supervision to approximately 2,100 adults placed on probation/ mandatory supervision and approximately 170 youth placed on probation in either the community or foster care.

Addressing the question of whether the Probation Department actually helps families, or is it only to “punish bad kids,” the Probation Department website says the Probation Department “does not believe there are bad kids; only children who occasionally do bad things.  We believe strongly that what a child and family does after commission of an unlawful act is as important as the act itself.

Mike Daly, Chief Probation Officer for the County of Marin, will discuss how restorative justice fits into this system.  Mike was raised in Marin and graduated from Cal Poly San Luis Obispo in 1990 with a B.S. in Social Sciences.  His focus was criminal justice.  He started working for the Marin County Probation Department in 1990.  In 1999, Mike obtained his Master’s Degree in Public Administration from Golden Gate University.  His thesis was on restorative justice.
