I really like the sound of this. Here in earthquake country, we have several models for response teams trained to help in home neighborhoods in the event of a major disaster, since we have all seen from recent events that the usual response agencies can be totally overwhelmed. Schools have often trainedstudent peer counselors to help calm situations and individuals. This was recently published in the Santa Rosa, CA Press Democrat.

requirements, and most do not want to publish a letter that appeared
